Capability Statement
One-page document summarizing a company's qualifications, competencies, and past performance for government contracting.
Full Definition
A capability statement is a concise, typically one-page marketing document that outlines your company's core competencies, past performance, differentiators, certifications, and essential company data including CAGE code, UEI, NAICS codes, DUNS (if applicable), and socioeconomic designations. It is widely considered the single most important marketing document in government contracting. A strong capability statement follows a standard layout: company overview and mission at the top, followed by core competencies (three to five bullet points), past performance summaries with contract values and agencies, relevant certifications and clearances, and company data in a sidebar or footer. The document should be professionally designed with your company branding, easy to scan in under 30 seconds, and tailored to the specific agency or opportunity you are targeting.
Why It Matters
Contracting officers and prime contractors use capability statements to quickly evaluate potential vendors during market research. Having a professional, well-structured capability statement is essential for networking at government contracting events, responding to sources sought notices, and submitting RFI responses. Create multiple versions tailored to different agencies and NAICS codes — a generic version will not stand out. Include quantifiable results in your past performance section (e.g., "reduced processing time by 40%" rather than "improved efficiency"). List your socioeconomic certifications prominently (8(a), HUBZone, SDVOSB, WOSB) as these are key differentiators. Bring printed copies to every industry day, matchmaking event, and procurement conference. Also submit your capability statement through agency vendor portals and small business office websites for inclusion in their vendor databases.
Example
At a DoD small business matchmaking event, a cybersecurity firm hands their capability statement to a contracting officer from Army Futures Command. The one-page document highlights their CMMC Level 2 certification, three relevant past performances with the Navy and DHS totaling $8 million, and their 8(a) and SDVOSB certifications. The contracting officer scans the document, notes the relevant NAICS code 541512, and includes the firm in a market research report for an upcoming $4 million vulnerability assessment contract, later sending them the sources sought notice directly.
