An oral presentation is a live, in-person or virtual presentation by the offeror to the government source selection evaluation team, authorized under FAR 15.102 as a substitute for or supplement to written technical proposals. Oral presentations allow evaluators to directly assess the offeror's understanding of requirements, technical approach, management plan, and key personnel. The solicitation must specify evaluation criteria, time limits, rules for visual aids, and whether questions will be asked. Oral presentations are recorded or documented for the evaluation record. They are increasingly favored by agencies seeking to reduce procurement timelines and page-limited proposal volumes. The government may restrict which personnel can present — often requiring the same key personnel who will actually perform the work, preventing bait-and-switch tactics.
