This solicitationis unrestricted. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION;QUOTES ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION WILL NOTBE ISSUED. Solicitation Number VA-256-08-RQ-0217 is issued as a requestfor quotations. The associated North America Industry ClassificationSystem code is 531120.. The Department of Veterans Affairs South CentralVA Health Care Network (VISN 16) provides support to the management ofthe VISN 16 Network Director's Offices and management from VA medicalcenters in Arkansas, Louisiana, Mississippi, Oklahoma, and Texas. In aneffort to enhance its management capabilities, The South Central VAHealth Care Network has implemented this semi-annual meeting between themanagement of each Medical Center located through out VISN 16, whichbrings the management staffs together to discuss program goals andobjectives as well as discuss potential problems and new policies. Thissolicitation is for a conference facility, sleeping accommodations, andaudio-visual and other equipment. This solicitation includes a "lightsnack" to be determined by the facility management with final approvalby the contracting officer. The conference shall occur on Monday, June9th, through Thursday, June 12th, 2008 in the metropolitan area ofDallas Texas. The conference facility must accommodate approximately 80people in a single room from June 9th to June 12th 2008. A block ofapproximately 80 guest rooms are needed for check-in on June 9 and checkout on June 12, not to exceed the Federal Government per diem rate forthe Dallas/Ft Worth TX area. The accommodations must provide accessiblefacilities under the Americans for Disabilities Act, must be FEMAapproved, and must meet the following requirements: 1) Availability ofguest rooms on the specified dates of June 9th through 12th 2008 for thenumber of persons stated above (room charges are to be paid viaindividual travelers' travel cards and are not a part of thisanticipated purchase order). 2) From June 9 to June 12, 7:30 a.m. - 5p.m. daily, except on June 12, meeting will end around 1 p.m., requireone large general session room to accommodate at least 85 persons withenough tables to position the attendee 2 per six feet of workable tablespace in classroom style, and two (2) breakout rooms to accommodate atleast 30 persons each 2 per six feet in classroom style on June 10th,7:30 a.m. - 5 p.m. 3) Availability and set-up of Audio Visual andOther Equipment, for all four days shall include at a minimum: In thegeneral session room, 1 microphone connected to house sound system, 1wireless microphone, audio mixer as required, rolling AV cart with powerstrip, projection screen (appropriate for room size) 4 easels with padsand markers for general session and one each for breakout session, andmasking tape. These items must be priced as a per line item for eachday. 4) Offerors are to give technical information about sleeping roomsand all other amenities. Offerors must provide past performancereferences including points of contact and phone numbers for offeringthe same or similar services within the past 3 years. The vendors quotemust include the price for "light snacks" for 76-80 persons for all fourdays. The resulting purchase order shall be negotiated on a Firm FixedPrice. The Price Schedule shall include Guest Room rate, Conferenceroom, light refreshments and individual charge per audio/visualequipment (and Set-up) for June 9th through June 12th, 2008. Past Performance: a)successfully meeting the needs of other agencies under previouscontracts for the same/similar services within the past 3 years. Price:a) conference space b) audiovisual c) light refreshments, d) sleepingroom rate (to be paid under individual traveler's travel card).Technical is more important than past performance. Past performance ismore important than price. Technical and Past performance, whencombined, are significantly more important than price. The Governmentwill make a single award order containing fixed unit-prices resultingfrom this solicitation to the responsible offeror whose offer conformingto the solicitation will be most advantageous to the Government, priceand other factors considered.
