This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-08-T-5042, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. NAICS 541330 applies. The Small Business Competitiveness Demonstration Program is not applicable. This is a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order for the repair of a Man Diesel turbo charger fuel pump for the USNS Mercy. Repairs must performed by an authorized Man B & W Diesel service representative. The repairs are as follows: No.1, 2, & 3 SSDG MAN/SULZER 12 ASV 25/30D: Turbo-Chargers/Fuel Pump/LO Pump Overhaul 1. Statement of Work: Provide services of a Qualified Marine MAN/SULZER Diesel Engine Repair Contractor/Representative to perform the following work: Provide labor, material, and equipment to: a) Remove filter silencers and air inlet/outlet casings, and turbine cartridges. Rig filter silencers and turbine cartridges off the vessel and transport to shop for overhaul; b) Dismantle filter silencers & Turbine cartridges, check all parts, completely clean filter silencers and re-assemble; c) Balance rotor assemblies, re-assemble cartridge with a set of new bearings, re-assemble turbo-chargers on board. Clean all casings, re-assemble T/C with overhauled silencers and cartridges; d) Lube Oil Pumps: Dismantle lube oil pump from engine and transport to shop for overhaul, disassemble pumps, clean ad check all parts. Replace parts with owner supplied new ones. Re-assemble pump, return to vessel and install; e) Fuel Booster Pumps: Dismantle fuel booster pumps from engine and transport to shop, disassemble the pumps, clean, check all parts. Replace worn parts with Owner supplied new ones. Re-assemble pumps, return to vessel and install; f) No.3 ADG- No.L4 exhaust valve corroded cam shaft to renew. Put in operation and test the engine for exhaust temperatures. Provide camshaft for Clockwise rotating engine with camshaft Right & Left hand; g) Requests coordinate with Chief Engineer for the availability of the spares, as necessary. On completion of all, re-assemble and test run the engines in presence of Chief Engineer for approval; 2. Vessel Availability: The work needs to be started as soon as contract awarded and complete all the repairs in phase and within 30 days. The contractor should be aware of vessel?s Reduced Operating Status (ROS) and ready to sail within five (5) days of activation.
