MEDPROS DATA ENTRY CLERK

The United States Property and Fiscal Office of the Virgin Islands intends to award a single firm fixed-price, based on price per hour contract for non-personnel services to provide one MEDPROS Data Entry Clerk, to extract required data elements from soldier personnel and medical files and input that information into the Medical Readiness Protection System (MEDPROS) or into the Remotes Information Data Entry System (RIDES), for the Virgin Islands National Guard, located on St. Croix, US Virgin Islands. The period of performance for this contract begins 22 September 2015 through 21 September 2016. This acquisition is set aside 100% for small business. The North American Industry Classification (NAICS) Code is 541990, with a size standard of $14,000,000.00. This solicitation, W9127P15Q0068, is being issued as a request for quote. The specific requirements are explained on the attached Request for Quote and Performance Work Statement. Only one quote per offeror will be considered. The Government will award to the responsible offeror whose offer, conforming to the request for quote, will be most advantageous to the Government. Evaluation criteria are stated within the PWS. All late quotes will be rejected. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer) whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Service Contract Act will apply to this requirement. Contract Manpower Reporting Application (CMRA) Requirements: The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contractor for the Virgin Islands National Guard via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
