VEHICLE MANAGEMENT AND OPERATIONS BRIDGE. The solicitation number is FA8601-10-R-0103. The NAICS Code is 561210. The size standard is $35,500,000. The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is SERCO-SKE, 14900 Landmark Blvd. Ste 400, Dallas, TX 75254. The contractor shall provide all personnel, supervision, vehicles, equipment, tools, materials, facilities and other items and services necessary to provide vehicle management and operations services at WPAFB from 01 October 2010 to 31 January 2011. The contractor shall manage a fleet of approximately 775 vehicles (480 Air Force owned general and special purpose vehicles and approximately 295 GSA leased vehicles). The contractor shall perform scheduled and unscheduled maintenance on the Air Force owned vehicle fleet. The contractor shall provide vehicle operations services to include contractor provided U-Drive-It/motor pool vehicles, operator licensing, and vehicle dispatch services (base taxi, U-Drive-It, cargo, VIP/ distinguished visitor (DV) and bus service). The contractor shall ensure services provided meet all WPAFB mission requirements to include day-to-day operations, VIP/DV support, exercises, deployments, and special events. SERCO-SKE has been performing this service for the last 7 years and has the technical expertise and manpower to be in place by 1 Oct 2010 to eliminate a lapse in service until the re-competition process is completed for the follow-on Vehicle Management and Operations solicitation (FA8601-10-R-0055). These services will be performed at Wright-Patterson Air Force Base, Ohio. This notice of intent is not a request for competitive quotations.
