This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. The solicitation number is AG-82FT-S-08-CONTACTPRINT and the requirement is issued as a request for quote (RFQ). Date posted to FedBizOpps: 11 FEBRUARY 2008 Date posting will close: 26 FEBRUARY 2008 The Government intends to award a Firm-Fixed Price indefinite delivery, indefinite quantity (IDIQ) contract for film photo printing and titling, using wet lab procedures. The desired period of performance for the services described herein is anticipated to be 01 days after date of contract award and shall last for a period of 12 consecutive months. The services includes the contractor furnishing all labor, transportation, equipment, materials, supplies and supervision needed to perform contact printing (wet-lab) as described herein. This contract will include a base year and four one-year options. There will be no future synopsis in the event the options included in the contract are exercised. No new work can be issued after one year following award of initial contract unless an option year is exercised. The total contract value and cumulative delivery order issuances will not exceed $750,000.00. The procurement shall consist of services including contact film printing for Kodak Aerocolor III negative (2444/SO-846) 9.5 inch film or equivalent. Orders will be made from either in entire film rolls or specifically identified frames within a film roll. Order quantity is in varying amounts from 1 to 15,000 prints and can occur throughout the calendar year with the majority occurring during the summer months. Most orders will be for 1 or 2 prints per image. The historical average of annual prints is approximately 12,500. The magnitude of work is not accurately predictable due to the inability to forecast fire and weather events in advance of their occurrence. Pricing should be provided for each CLIN listed below as well as for each of the four option periods. Individual requested requirements include: CLIN 0001: Aerial film photograph contact printing (standard wet-lab) for Kodak Aerocolor III 2444/SO-846 9.5 inch film or equivalent. CLIN 0002: Aerial photograph titling 9.5 inch film. CLIN 0003: Film testing ? Color Balance. CLIN 0004: Sample test prints for Kodak Aerocolor III 2444/SO-846 9.5 inch film or equivalent. GENERAL REQUIREMENTS: All aerial film shall be free of chemicals, stains, tears, scratches, abrasions, watermarks, finger marks, lint, dirt, and other physical defects. The imagery shall be clear and sharp in detail and uniform density. It shall be free of light streaks, static marks, and other defects that would interfere with the intended purpose. Any marks placed on the film for titling or editing purposes shall be removed from the film prior to shipment to the USDA Forest Service. Prints shall be developed, fixed and washed and shall be clean and free of stains, blemishes, uneven spots, air bells, fog and finger marks. All contact prints shall contain a minimum of light or dark border bleed in effect in the imagery. TITLING REQUIREMENTS: Type of titling requirement (project or resource) will be supplied on each individual order. At a minimum titling will require each exposure shall be clearly titled on the northern edge of the film, using standard block lettering 6.35 mm (1/4 inch) letters. The titling shall be sharp, legible, and uniformly applied with a non flaking black ink. Titling shall be placed on the non-emulsion side of the film and may be applied by use of an ink drawing pen or stamp. NOTE: An automatic labeling/titling system may be used in place of the standard ink titling. If you provide a quote using automatic labeling/titling color positive film samples of auto-labeling with similar data indicated above, including any additional data such as a symbol indicating north and latitude and longitude coordinates will be required as part of the quote package for evaluation by the customer. Specific titling information details will be supplied with each order. COLOR BALANCE REQUIREMENTS: Color prints shall be viewed with lighting at 5000 Kelvin as the standard. The Government will furnish the awardee photographic quality paper copies of the ?radiometric corrected? imagery samples that represent the Government?s desired color and tonal balance for a given project item area. The Government supplied imagery sample shall be used as a target image for that production. Once the order is complete the supplied sample imagery shall be returned with the order. Typically a red enhancement of the imagery will be required when the film capture is predominately forested areas. Prior to printing the contact print order, the contractor may be required to submit a minimum of two sets of color contact prints, produced from the original film, for a Government selection of contract and color balance. One set shall represent a fully forested (majority) ground cover, and the second set shall represent non-forested or partially forested ground cover. Each two print set shall be made from the same exposure on a roll of film with two of the contact prints within the set shifted slightly in each direction away from the central color balanced print. Aerial color prints shall match the benchmark color print samples in both color correction, red enhancement and density REQUIRED MATERIALS: Color photographic prints shall be printed on Kodak Supra Endura N surface paper or an equivalent. If an equal paper type is quoted, offeror shall supply a sample print with the quote. PRINTING REQUIREMENTS: Electronic dodging type contact printers shall be used for this requirement. Printers shall be set up and masked in order to produce properly exposed and dodged imagery with a minimum of bleed in effect. Electronic contact printer masking shall be selected and adjusted in order to ensure that bleed in and light halos do not affect the print image area. Additionally, the printer must be able to legibly reproduce fiducials and the instrument data block. PROCESSOR REQUIREMENTS: The minimum Government requirements are that the film processors be motor driven, roller transport design with metered chemical replacement in accordance with industry standards. STORAGE REQUIREMENTS: Processed aerial film in sealed containers shall be stored in a dust free environment within a temperature range of 10 to 21 degrees Celsius and a relative humidity of 30-50%. Due to the sensitivity and availability of images captured, the Government is requesting that, as a minimum, the film be stored in a fire vault with a minimum 80 minute burn time rating. Delivery location will be specified on each delivery order and each shipped film will be accompanied with a return FedEx label that has been paid for by the Government. Performance Standards: Title/Print orders under 5000 prints shall be completed within five business days; Title/Print orders between 5000-15,000 prints shall be completed within ten business days; Title/Print orders in excess of 15,000 prints will be set on an individually negotiated return dates. Each exposure shall be clearly titled on the northern edge of the film, using standard block lettering 6.35 mm (1/4 inch) letters.
