REQUEST FOR PROPOSALS Performance Evaluation of the School Community Partnership Serving Orphan and Vulnerable Children affected by HIV/AIDS (SCOPSO) project USAID/Ethiopia requests eligible international and Ethiopian organizations for Request of Proposals to conduct Final Performance Evaluation of the School Community Partnership Serving Orphan and Vulnerable Children affected by HIV/AIDS (SCOPSO). Background: The USAID/ Ethiopia SCOPSO project aims to strengthen the ability of schools and communities to participate actively and owner the design, implementation and management of OVC support activities at schools in sustainable way. The overall objective of the project is to build the capacity of 400 primary schools to serve as focal points for OVC care and support to at least 52,000 HIV affected or infected OVC leading to increased enrollment, retention and learning performance. In order to attain the objective of the project, standardized core services including education, health care, food and nutrition, psychosocial and life skills trainings, shelter and care and economic strengthening focusing on income generating activities are provided to OVC at schools. The School Core Groups (SCG) played a major role in mobilizing the wider community and key influential actors such as religious leaders, community elders and various Community-Based Organizations (CBO). How to apply: Interested organizations need to submit Technical Proposal and a separate financial proposal in English language. Evaluation Criteria: The criteria set forth below will serve as the basis for the technical evaluation of the proposal to fulfill the tasks identified in the Statement of Work (SOW). 1. Clear, realistic evaluation plan and methodology which ensures that the evaluation SOW is well treated. (40 points) 2. Qualification and experience of the evaluation team members. (30 points) 3. Experience in conducting evaluation on education and health integrated activities focusing on OVC at school and community level, especially in the developing world, Africa and or Ethiopia in particular. (15 points) 4. Knowledgeable and familiarity with Ethiopian education sector, particularly at school and community level.
