This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The Government deems that only one source can provide the unique technological and developmental perspectives and training required by the target students. That source is the University of California, Los Angeles (UCLA). This notice of intent is not a request for competitive proposals; however, all proposals received by the due date and time in this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses received to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-09-P-0032 and is issued as a Request for Proposal (RFP). Under this effort, the Aviation Applied Technology Directorate (AATD) intends to award a commercial firm fixed price contract with an anticipated award date of July 21, 2009. The intended source is UCLA, Department of Engineering and Information Systems and Technical Management, UCLA Extension, 10995 Le Conte Avenue, Suite 540, Los Angeles, California 90024-2883. The Government deems the required training to be available only from UCLA, because the target course participants specialists, managers and technologists in the field of digital avionics who will only benefit from the specialized course materials and access to professors/lecturers with a superior stature and knowledge that qualifies them as authoritative sources on digital avionics systems. The lecturers are required to be experts with the unique experience with large digital avionics systems. UCLA is deemed to be the only vendor who offers a course with the level of instructor expertise and can provide doctorate (800) level Digital Avionics Systems for Engineers course covering both technological and developmental perspectives including system-level military and civil applications, emerging state-of-the-art concepts and overall issues, practices and trends in digital avionics conducted at Fort Eustis, VA. Additionally, UCLA lecturers are experts with unique experience on two of the largest digital avionics systems deployed to date (F-22 and Boeing-777) and that specific insight is deemed uniquely available from UCLA. In accordance with FAR 13.106-1(b), the Contracting Officer has determined that, in the circumstances of the anticipated contract action, only one source is reasonably available that can provide a course meeting the unique and specific training requirements outlined above. Alpha contract negotiations, appropriate for sole source requirements, will be limited to UCLA. This synopsis/ solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-33. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. While the Government does not anticipate competition, the following evaluation criteria will apply to any proposals received: 1) Ability of the offeror to provide a doctorate level course with expert lecturers covering the material as outlined above and including the following: course planning, organization, and administration; course notes; instructor fees and travel expenses; and processing of participant registration; recording of continuing education credits; and issuance of certificate of participation to each participant completing the course; 2) Compliance with delivery schedule of 25-29 August 2009; and 3) Price. Ability to offer a comparable course and level of lecturer expertise is of far greater importance than schedule compliance and price.
