Description This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the natural gas distribution system at Westover Air Reserve Base in Chicopee, MA. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility system. The successful firm will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. Past performance information from potential Offerors shall be submitted as directed in the RFP. The natural gas distribution system being privatized is described as follows: Westover ARB covers approximately 2,402 acres. The base includes approximately 150 commercial type buildings and facilities. The Westover ARB natural gas distribution system includes two points of delivery from Bay State Gas (a third point of delivery serves one building directly and is not included in this solicitation). Gas demand is approximately 1.1 million cubic feet per year with an average monthly demand of 91,500 CCF. The consumption ranges from a high of 200,000 CCF and a low of approximately 14,000 CCF. Peak daily demand varies, but has been reported to be in the range of 9,000 CCF. Westover?s natural gas distribution system is looped and contains approximately 20,000 feet of 1 to 2 inch diameter polyethylene pipe and approximately 19,000 feet of 3 to 6 inch diameter polyethylene pipe with associated valves and regulators.
