This is the presolicitation notice for 3677623B0018 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades construction project at the Orlando VA Medical Center Lake Nona located at 13800 Veterans Way, Orlando, FL 32827. PROJECT DESCRIPTION: The general contractor shall furnish all labor, materials, and supervision and perform all work necessary to complete the EHRM Infrastructure Upgrades Lake Nona Orlando VAMC project. Work includes completely preparing site for building operations, including demolition and removal of existing structures, perform the required architectural construction work, perform the required electrical and telecommunication construction work, and perform the required mechanical construction work on this project. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in late March to early April of 2023. The period of performance is approximately 366 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
