CONTRACT INFORMATION: This announcement is a "Competitive 8(a) Set-Aside" acquisition for the construction of the Staff Parking B (West Lot) for Fort Bliss Replacement Hospital at Fort Bliss, Texas. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 237310, which has a size standard of $36.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be approximately awarded in October 2017. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $5,000,000 and $10,000,000. This contract is a Design Bid Build for the construction of the Staff Parking B (West Lot) for Fort Bliss Replacement Hospital, at Fort Bliss, Texas. This project is needed to provide the Fort Bliss Replacement Hospital a staff parking lot. This project shall consist of site improvements that include, but are not limited to: grading (finish grade only in the parking lots and to subgrade in areas not paved); storm sewers and structures that serve parking lot; concrete curb and gutter; asphalt paving; concrete paving; parking lot light conduits and sleeving ; conduits and sleeving for emergency phones and security cameras; sleeving for irrigation systems; installation and maintenance of erosion control and SWPPP; adjustment of utility manholes, valves, and vaults as necessary; and incidental related work as shown in the plans. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the construction of the Staff Parking B (West Lot) for the Fort Bliss Replacement Hospital at Fort Bliss, Texas, as specified in the Statement of Work and Design Plans that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.
