Pre-Solicitation Notice for Construction Project - Toronto Lake Streambank Stabilization, Woodson County, Kansas

This is a PRE-SOLICITATION notice for the design-bid-build construction project Toronto Lake Streambank Stabilization, Woodson County, Kansas. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award the Toronto Lake Streambank Stabilization project, located in Woodson County, Kansas. Proposed project will be a competitive, firm-fixed price, design-bid-build contract procured in accordance with FAR 13, Simplified Acquisition Procedures using the Price Only process. The contractor is responsible for providing all labor, equipment, and materials needed to complete all work efficiently and effectively in accordance with the scope of work (SOW), drawings, specifications, and all other contract documents and requirements. The final result will be providing the streambank stabilization final features upstream of Toronto Dam on the Verdigris River with a uniform and consistent transition application per scope of work. This work includes all aspects of streambank stabilization application on designated area of streambank within Woodson County, Kansas. The construction period of performance will be 60 days from issuance of Notice to Proceed (NTP). This project will be solicited as a Total Small Business Set-Aside. IAW FAR 36.204 and/or DFARS 236.204, the magnitude of this project is between $25,000 and $100,000. The North American Industry Classification System (NAICS) code for this procurement is 237990, Other Heavy and Civil Engineering Construction, with the Small Business Size Standard of $39.5M. Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Anticipated solicitation issuance date is on or about 24 August 2022, and the estimated proposal due date will be on or about 15 September 2022. The official solicitation number W912BV22Q0107 will be issued under contracting opportunities via www.sam.gov , inviting firms to register electronically to receive a copy of the solicitation when it is issued. In accordance with FAR 5.203, this notice is being published at least fifteen days before issuance of the solicitation.
