Pre-Solicitation Announcement - This is the second of two planned announcements for this acquisition. The Federal Bureau of Prisons, Field Acquisition Office, located at Kansas City, Kansas intends to issue a solicitation with a requirement to replace two existing elevators at a Federal Prison, known as the Federal Medical Center (FMC), Rochester, Minnesota. The magnitude of construction is between $100,000 and $250,000. The North American Industrial Classification System (NAICS 2002) code applicable to this notice is 238290, with a size standard of $13.0 million. This solicitation is 100% set-aside for small business. Bid, performance and payment-bonds will be required. The government intends to issue this solicitation and any amendments through the Federal Technical Data Solutions (FedTeDS) website (https://www.fedteds.gov/fedteds/). All offerors are required to check website daily to be notified of any changes to this solicitation. Posting of the solicitation is projected to be on or about June 5, 2006, 2006, with a projected bid due-date of July 6, 2006. These dates are subject to change. Security investigations and subsequent clearances issued by the Federal Bureau of Prisons will be required for all staff who perform any contract activity on the property of FMC Rochester. Bidding officials and contractor employees working under this contract on Federal grounds, will be required to sign a certification that for three of the five years immediately prior to responding to this solicitation, the bidder has: resided in the United States; worked for the U.S. overseas in a Federal or military capacity; or has been a dependent of a Federal or military employee serving overseas. Faith-Based and Community-Based Organizations have the right to submit bids equally with other organizations for contracts for which they are eligible.
