Solicitation Number: SPE1C1-19-R-XXXX Notice Type: Pre-solicitation Title: Item 0001: Men's All Weather Coat, Army Black Shade #385. Item 0002: Belt, Replacement for Men's Army All Weather Coat SPE1C1-19-R-XXXX will be issued as a Small Business Set-Aside for the manufacturer and delivery of the Men's All Weather Coat, Army Black Shade #385, NSN 8405-01-308-8673(s), Min / Max Quantity: 37,400 / 116,850 per year, which is manufactured to CR/PD 03-08 (pattern date 4 DECEMBER 2003); and the Belt, Replacement for Men's Army All Weather Coat, NSN 8405-01-329-6465, Min / Max Quantity: 10 / 500 max per year, which is manufactured to A-A-55207 (pattern date 20 MARCH 2012). One base year and four (4) 12-month option terms will be included in the solicitation. Each option term has the same Min / Max award quantities as the base term. Under the initial delivery order, three (3) deliveries will be required starting 120 days after award to Lion Vallen located in Pendergrass, GA. Subsequent delivery orders will be for 90 days after order. There is no Government Furnished Material (GFM) for these items. Best Value Source Selection Procedures, specifically the Tradeoff Source Selection Process, will be used. Technical Merit carries more weight in the award evaluation process than price. Offerors will need to submit Past Performance and Product Demonstration Models (PDMs). All items must be 100% U.S. Made out of 100% U.S. Materials. A few highlights of the information that will be found include: 1) On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2) In order to register for access to secure portions of the DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system at System for Award Management (SAM) http://www.sam.gov . 3) A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons, and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided* The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS Super User, or they can designate themselves or another person to act as the super user for the CAGE. *The super user acts as the account administrator for a CAGE. They can add up to 98 additional users, provide User IDS and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
