Scope of Work To do minor repairs, sand, stripe and finish Billard Hall gymnasium floor, including the layout and painting of game lines. Also, project includes making repairs to one racquet ball court and sanding, striping, and finishing 5 racquet ball courts in Roland Hall. Submittals 1. Bids are to include at least three (3) references pertaining to similar projects as described in these specifications. References shall include a narrative statement with a general history. References shall also include the name, title, telephone number, and mailing address of the point of contact for the project. All projects submitted as references must have been completed within the last three years. 2. Include in your bid a detailed sequence of events and timeline of how you propose to complete the scope of work. 3. Submit complete listing of materials to be used. Listing should include manufacturer name and description of product intended to be used. Include copies of the manufacturer’s recommended maintenance and cleaning procedures. 4. Submit samples of color charts for the line marking of courts. Specification 1. Bidders are responsible for exact measurements. 2. Sand, finish, and game mark existing wood floors in Billard Hall gym. Perform minor wood repairs as necessary. a. Remove or protect the escutcheons on the floor (approximately 96). If removed, replace in respective locations. b. Sand to original bare wood, buff, and finish floor. c. Make minor repairs to the floor that include areas such as: i. The southeast corner near the door opening. ii. The door to the left of the southeast stairwell. iii. The southwest section by the Janitor’s closet. iv. Area by the drinking fountain. v. The northwest area by the men’s room and stairs. d. Paint game marks as indicated on attached drawings. 3. Sand, finish, and game mark existing wood floors in Roland Hall racquetball courts. Perform wood repairs as necessary. Note: The doors to the racquetball courts are smaller than typical doors and floor finishing machines may not be able to fit through the doors. Alternate equipment may be necessary or equipment may need to be disassembled to fit through the doors. The door dimensions are: 4'11" x 1'10 ½". a. Sand to original bare wood, buff, and finish floor. b. Paint game marks as indicated on attached drawings. c. Remove existing plywood patch in court #4 (approximately 48 sqft), and replace with wood to exactly match existing floor boards. Blend replacement floor boards in with existing, so that repair is not obvious by sight or touch. 4. The sealer and finish shall be an oil-modified urethane. Manufacturer of sealer and finish used is to be approved by the government prior to applications. 5. Sanding: The surface of the wood floor shall be machine sanded smooth, and level, with coarse, medium and fine grades of sandpaper with a minimum of four (4) sanding cuts. The edges shall be sanded to match the center, free from scratches, grooves or other sanding imperfections. Additional cuts shall be required if the surface is not completely smooth. A diagonal cut shall be required if the floor is cupped. 6. Finishing: After sanding, sweep the floor or vacuum until surface cracks are free of sanding dust. Tack towel the floor with a Turkish towel dampened with solvent or water. Adequate ventilation is needed for proper curing of sealing and finishes. 7. The entire floor shall have two (2) coats of oil modified urethane seal coat and two (2) finish coats will be required unless other wise specified per manufacturer’s recommendations. Seal coats are to be applied evenly (at a rate of approximately 300 sq. ft. per gallon) without heave puddling of finish or dry areas. Allow seal coat to cure a minimum of 72 hours after application of coat. 8. Paint game lines between final seal coat as required meeting close to the NCAA standards as basketball courts will allow. Lines to be painted include: a. Two (2) Basketball Courts: per attached drawing. 2” wide black lines, (Men’s 3 point in White, and Women’s 3 point in Black) lines to NCAA specification per attached drawing. Note the court size is not to NCAA standards. b. One (1) Main Volleyball Court: To NCAA specifications per attached drawing. 2” wide, orange, to NCAA dimensions and specifications See attached drawing. c. Two (2) Volleyball Side Courts: To NCAA specifications per attached drawing. 2” Green lines sized to NCAA dimensions. Position courts in accordance with the net post holes. Performance Period The Contractor shall be required to perform the work in Billard Hall between 01 March 2010 and 12 March 2010. Sanding and repairs may be conducted during the week of 01 March 2010. The second of these weeks, 08 March 2010 is Spring Break for Cadets and this week is the week the Billard Hall should be striped and finished. The work on the racquetball courts in Roland Hall may be completed during this two week period, but this is not required. Contractor shall schedule exact dates for completion of work with Contracting Officer’s Technical Representative (COTR), LT Marty Berg (860)701-6127. Site Visit Bidders are expected to visit the site of work to make a survey of the conditions to be encountered which may affect the cost of the performance of the work. Failure to familiarize with the conditions shall not relieve the contractor from the responsibility for full completion of the work. Interested contractors are encouraged to attend a project site visit held by the COTR on 09 February 2010 at 0900. Work Hours All contractor activities shall be conducted only between the hours of 0730 and 1600 local time Monday through Friday excluding all Federal holidays. If the Contractor desires to work outside these hours he shall submit a request to the Contracting Officer via COTR for approval not less than 48 hours in advance. Material Handling Deliver all materials to job in original containers, unused with seals unbroken and use without reducing, diluting or thinning. Painting, encapsulating and other materials may be stored on the jobsite in an area designated by the COTR. Products The sealer shall be oil modified urethane. Manufacturer of sealer used is to be approved by the government prior to applications. The sealer must be acceptable for gymnasium applications. Paint materials must be compatible with sealer and finish. Line paint must be acceptable for gymnasium applications. The floor finish shall also be oil modified urethane. Manufacturer of finish used is to be approved by the government prior to applications. The floor finish must be acceptable for gymnasium applications. Housekeeping The contractor shall have their employees clean –up the work area after the end of each workday. All disposal of all waste generated from the installation, and removed equipment shall be the responsibility of the contractor, and removed from the government premises.
