The U.S. Army Corps of Engineers, Engineer Research and Development Center, Vicksburg, MS intends to solicit on a sole source basis under the authority of FAR 6.302-1 to CTS Cement Manufacturing Corporation,11065 Knott Ave., Suite A,Cypress, CA. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. CTS Cement Manufacturing is the only known source capable of meeting the Governments stringent laboratory specifications for on going research project. The purchase of other type of products will adversely impact the Governments missions requirements. The requirement is for Rapid Set COncrete Mix. The Government intends to acquire this commercial item using FAR Part 6.302-1(b)(1)(ii). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 12:00noon CST on 10 March 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
