J--Services to support instrumentation efforts for two ships housed at the Helsinki Shipyard in Helsinki, Finland

The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for services to support instrumentation efforts for two ships housed at the Helsinki Shipyard in Helsinki, Finland. To meet this requirement NSWCCD intends to negotiate a non-competitive procurement with STX Europe, P.O.Box 132, Laivakatu 1, FI-00151 Helsinki, Finland. The shipyard where the ships are stored is currently owned and operated by STX Europe. Rental of space and services must be coordinated and provided by STX Europe. Award of a firm-fixed price purchase order is anticipated under Simplified Acquisition procedures. This notice of intent is not a request for competitive quotes however all responsible sources submitting quotes within 15 days after date of publication of this synopsis shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
