58 -- Nano-Cell Portable Cell Phone System

This is a Notice of Intent to negotiate a sole-source contract with Riva Networks, 555 Riva Avenue, East Brunswick, NJ 08816. The Counterintelligence Field Activity (CIFA), through the General Services Administration, requires proprietary secured cell-phone communications products being developed by Riva Networks for CIFA. The proposed contract has a value of $100,213.00. Because of the proprietary nature of the equipment, Riva Networks is expected to be the only source that can provide this specialized equipment being developed specifically for use by CIFA. Therefore, I intend to solicit and negotiate with only one source under the authority of FAR 6.302-1 and no other sources will be considered. This notice satisfies the requirements of FAR Part 5.
