Notice of Intent to Sole Source - Complete Pressure Kettle Laboratory (YLAB023)

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) Biogeochemcial Sciences Branch in Hanover, New Hampshire intends to award a contract on a sole source basis to SoilMoisture Equipment Corporation upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL intends to procure a complete pressure kettle laboratory (YLAB023) set up to determine soil water retention of various soils. A contract for a laboratory set up for determining water retention characteristics via pressure extraction is required with the following specifications: o Compatible with the 0500F air compressor o One (1) 5 Bar Pressure Plate Extractor (p/n 1600) o One (1) 15 Bar Pressure Plate Extractor (p/n 1500F1) o One (1) Pressure Manifold (p/n 0700CG23F1) o Four (4) 1 Bar Pressure Plate Cells (p/n 0675B01M3) o Four (4) 3 Bar Pressure Plate Cells (p/n 0675B03M1) o Four (4) 5 Bar Pressure Plate Cells (p/n 0675B05M1) o Four (4) 15 Bar Pressure Plate Cells (p/n 0675B15M1) o One (1) PM Hinge With Plate (p/n 1080G1) o One (1) Connecting Hose for 1500 Extractor (p/n 0775L60) o One (1) Connecting Hose for 1600 Extractor (p/n 0776L60) o Eight (8) Soil Sample Retaining Rings, Per Dozen (p/n 1093F1) SoilMoisture Equipment Corp. has been identified as the only company capable of offering a product meeting the requisite specifications and interoperability requirements of CRREL’s existing air compressor with a similar complete pressure kettle laboratory, which is damaged, outdated, and has limited functionality. SoilMoisture Equipment Corp. has been identified as the only company to distribute the full pressure kettle laboratory in the United States. Due to the proprietary nature of the requested equipment, SoilMoisture Equipment Corp. is the sole source authorized to fulfill the Government’s requirement. The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1000 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, Wednesday, 11 May 2022 to [email protected]. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
