Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price Delivery Order under the Boeing Basic Ordering Agreement N00019-11-G-0001 with The Boeing Company. The F/A-18 Program Office, PMA-265 has identified an immediate requirement to improve the reliability of the existing FA-18 E/F and EA-18G Generator Converter Unit (GCU) (part Number FH30001G3) to identify power growth strategies beyond the current 65 KVA. Each objective will utilize an Analysis Of Alternatives (AOA) approach to identify potential solutions and the benefits and impacts. The Reliability AOA should show improvement to the GCU reliability to 425 Mean Flight Hours Between Removals (MFHBR). The Power Growth AOA will identify power option and aircraft changes that would support 90 and 120 KVA aircraft load. The proposed Delivery Order will be a 12 month base year. The statue authority permitting other than full and open competition is 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Note 22 applies.
