Non-Recurring Engineering for Joint Precision Approach Landing System (JPALS) for MH-60 Aircraft

The Naval Air Systems Command intends to negotiate sole source contract actions with Lockheed Martin Mission Systems and Sensors (LM MS2), Owego, NY. It is anticipated that the contract actions will be cost reimbursable delivery orders for the procurement of non-recurring engineering (NRE) tasks for integration of the Joint Precision Approach Landing System (JPALS) on the MH-60R/S helicopters. This procurement will include the services and supplies necessary to support design and development of JPALS and to integrate and test the JPALS integration into the MH-60R/S. This effort will produce a proposed aircraft configuration and software version ready for the Engineering and Manufacturing Development Phase. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." LM MS2 is the sole integrator of the MH-60R/S aircraft and is the only company that possesses the necessary knowledge, data, and technical expertise to perform this effort.
