Engineering Change Proposal for integrating the RT-1939 (Gen 5) radio into the V-22 aircraft

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. This ECP includes non-recurring engineering and retrofit to replace the ARC-210 Radio for both MV and CV-22 aircraft with the RT-1939 (Gen 5) radio. These efforts are to address an obsolescence-driven technical refresh of the ARC-210 Radios. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft.
