15 -- 15-Engineering Change Proposal (ECP) for FLIR Firmware Improvements for the V-22 Tiltrotor Aircraft.

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell-Boeing Joint Program Office on an other than full and open competitive basis. The order will cover updating or replacing the FLIR VME SEU Firmware. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GENERAL INFORMATION: The Bell-Boeing team is the sole designer, developer, and producer of the V-22 Tilt-Rotor Aircraft. Bell-Boeing is the only source that possesses the engineering and technical data required to perform this effort.
