15 -- 15 ? Non-Recurring Engineering and Retrofit Kits for MH-60R/S Flight Management Computer Upgrades

The Naval Air Systems Command (NAVAIR) intends to negotiate and issue a firm-fixed price delivery order against BOA N00019-03-G-0014 to Lockheed Martin Systems Integration-Owego (LMSI-O) on an other than full and open competitive basis. The effort will be for non-recurring engineering efforts required to facilitate the upgrade of all Flight Management Computers (FMC) in MH-60R/S aircraft. In addition, it is anticipated that approximately seventy-six (76) retrofit kits will be manufactured. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GENERAL INFORMATION: LMSI-O is the sole designer, developer and manufacturer of the FMC system for the MH-60 aircraft. LMSI-O alone has the proprietary technical data, experience, equipment and special skills to furnish the supplies and services within the required timeframe.
