15 -- Engineering Change Proposal (ECP) for the non-recurring engineering, testing, validation, and installation of the Department of Navy (DoN) Large Aircraft Infrared Countermeasures (LAIRCM) on the MV-22

The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-07-G-0008 to the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis for non-recurring engineering and retrofit effort associated with an Engineering Change Proposal (ECP) for the Department of Navy (DoN) Large Aircraft Infrared Countermeasures (LAIRCM) for the MV-22 tiltrotor aircraft. The ECP will include the initial non-recurring engineering, testing, validation and integration of the DoN LAIRCM system as well as the retrofit recurring engineering and installation of upto 96 DoN LAIRCM systems onto MV-22 aircraft. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-Rotor Aircraft. Bell-Boeing is the only source that possesses the technical data and requisite knowledge required to perform this effort. See note 22.
