Non-Recurring Engineering for Cargo Hook System Improvements on the MH-60R Helicopter

The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price delivery order under the Basic Ordering Agreement N00019-08-0010, with Sikorsky Aircraft Corporation (SAC), 6900 Main St. Stratford, Connecticut 06614, on an other than full and open competitive basis for the non-recurring tasks for engineering changes that will provide improvements to the Cargo Hook System. This effort includes the preparation and submittal of a Class I ECP (addressing production and retrofit aircraft) and all non-recurring effort to design, integrate, test and qualify the improved External Cargo Hook Release System. The estimated period of performance for this effort is six months to commence immediately upon contract award. This requirement will be prcured in accordance with FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. SAC is the designer, developer and sole manufacturer of the airframe for the MH-60R aircraft and the only known sourcepossessing the knowledge, experience, and technical data necessary to perform this effort.
