Support Installation of Navy Ship Simulation Test Tool on Littoral Combat Ship for MH-60R Data Link

The Naval Air Systems Command intends to negotiate a sole source Basic Ordering Agreement (BOA) order modification for additional work with Lockheed Martin Mission Systems & Sensors (LM MS2), Owego, New York. The anticipated effort will incorporate SAU 07000 verification into the MH-60R acceptance test criteria, support installation of the Ship Simulator Test Tool (SSTT) on the Littoral Combat Ship (LCS), and verify SAU 07000 and Common Data Link (CDL) functionality with the Aircraft Carrier Tactical Support Center (CV-TSC). This effort includes hardware installation, lab support, testing, and basic operator training. This action is being awarded on a sole-source basis to LM MS2 in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," because LM MS2 is the sole manufacturer of the MH-60R common cockpit and the only company with the necessary data and technical capability to perform this effort for the MH-60 aircraft in a cost effective and timely manner.
