The Missile Defense Agency (MDA), Aegis Ballistic Missile Defense (BMD), Guided Missile Program Office intends to issue a request for proposal, negotiate, and award a sole source Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract to Raytheon Missile Systems to provide Standard Missile-3 (SM-3) Sustaining Engineering and Product Support services. The Aegis Guided Missile Program consists of the sea-based and Aegis Ashore-based elements of the MDA Ballistic Missile Defense System (BMDS). Raytheon Missile Systems will perform engineering and logistics investigations and analyses required to ensure continued operation and maintenance, and perform support functions to field and maintain the readiness and operational capability of all SM-3 variants, subsystems, and components. The anticipated IDIQ contract has a ceiling value of $722 million with an anticipated minimum awarded amount of $50,000 for sustaining engineering and product support services for all SM-3 variants with a period of performance of: one (1) base period of sixty (60) months, and two (2) option periods of twenty-four (24) months. The proposed contract action is for sustaining engineering and product support for which the United States (U.S.) Government intends to solicit and negotiate under the authority of 10 United States Code 2304(c)(1)(B) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 and further supplemented by Defense FAR Supplement 206.302-1(a)(2)(1)(iii)(3). Raytheon Missile Systems is the original source for the All-Up-Round design for all SM-3 variants and possesses the unique capabilities, facilities, data rights, integration capability, and organized supply chain to meet current schedule requirements. In addition, Raytheon Missile Systems possesses the requisites to perform all functions related to SM-3 readiness to include: material management, distribution, technical data management, maintenance, training, cataloging, configuration management, engineering support, repair parts management, failure reporting and analyses, reliability growth tracking and the logistics (integrated product support) elements (e.g., support equipment, spares, etc.). This notice of intent is not a request for competitive proposals. The MDA invites any contractor that reasonably believes it can perform all areas of the sustaining engineering and product support services for all SM-3 variants without incurring duplicative costs and delays to provide a capability statement electronically to the Contracting Officer, Ms. Jennifer Sylvestre, at

The U.S. Government will not reimburse any costs associated with submitting a response to this notice. A determination not to compete this proposed contract action is at the discretion of the U.S. Government and will be based on responses to this notice.
