The Contracting Department, NAVSUP Fleet Logistics Center Jacksonville, Florida intends to issue a sole source Request for Quotation (RFQ) to Jacksonville Port Authority (Inc). This is a sole source acquisition of commercial items under FAR Part 13.5. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. This notice of intent is not a request for competitive quotations. The Government anticipates that a Firm Fixed-Price contract will be awarded. This procurement provides for emergency berthing for disabled U.S. Navy vessels during destructive weather identified as tropical storms and hurricanes by the National Weather Service and National Oceanic and Atmospheric Administration. Due to the limited facilities in the Mayport/Jacksonville, FL area, if a disabled Naval vessel is caught in port with a hurricane approaching, the only facility identified by the Navy as a safe mooring is Jacksonville Port Authority, Talleyrand Marine Terminal Wharf. Jacksonville Port Authority is the only facility within towing distance of Naval Station Mayport that can accommodate the length (1800 linear feet) and depth requirements of U.S. Naval vessels.
