R -- OMB Circular A-76 Streamlined Competition for Insurance Compliance Function

This notice constitutes a formal public announcement of a Federal Motor Carriers Safety Administration (FMCSA) streamlined competition. FMCSA is conducting a streamlined competition in accordance with the Office of Management and Budget (OMB) Circular A-76 (Revised), dated May 29, 2003. The following streamlined competition is being conducted: insurance compliance services within the Compliance Enforcement Division of FMCSA Headquarters. These services are currently provided by Government and contractor personnel. Approximately 13 civil service full time equivalent (FTE) and 2 contractor work years are currently performing these services located in Washington, D.C. The incumbent contractor currently performing these services is LGB & Associates, Inc. This is not a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government and contractor personnel. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities site if and when it is released. The Competitive Sourcing Official for this study is Warren Hoemann. Mr. John Hill is the Agency Tender Official. The Contracting Officer is Patrick Mealy of the Acquisition Management Division. The Agency expects to complete this competition on or before November 12, 2004.
