Contractor-Owned Contractor-Operated Petroleum Services for the Greater Los Angeles Basin area

Solicitation SP0600-12-R-0543 will be issued to locate and obtain the necessary services to receive, store, protect and ship bulk U. S. Government-owned petroleum products, JP-8 and JP-5 (aviation turbine fuels) via pipeline in the Greater Los Angeles Basin area. Terminal must have direct unrestrictive access (24/7) to the current military 10" pipeline originating at the pier in Long Beach, CA via DFSP San Pedro, and terminating at Watson, CA. A maximum of 600,000 barrels usable storage is required. A minimum of two tanks interconnected and isolated from other facilities and products handled within the tank farm. Contractor shall possess or have dedicated access to dock and berthing facilities. The solicitation will be issued on or about October 9, 2012 and the Request for Proposal (RFP) closing date will be on or about November 26, 2012. This procurement will be a full and open competition. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. This is not an RFP or a promise by the Government to pay for information received in response to this synopsis.
