NOI to Sole Source the Software Requirement to Conduct Accreditation Body Look Back Site Visits to a Subset of Opioid Treatment Programs (OTPs)

The purpose of this contract is to secure a sole-source license software with Momentive Inc., the necessary software audit tool that is required to administer the accreditation body audit tool during regulatory site reviews. SurveyMonkey by Momentive Inc., is a HIPAA compliant and FedRAMP approved secure system that can be used offline with custom analyzation of data has required by the Division of Pharmacologic Therapies (DPT). Unlike most similar software tools that are non-functional offline, SurveyMonkey allows for offline usage that is vital to this requirement. SurveyMonkey has been exclusively used since 2020. A change to a different system now would be cost ineffective to include unreasonable delays. This is because of the potential extensive time and cost it will take the Government to transition from SurveyMonkey to a new system. All previously analyzed data till now may be inaccessible to include the ability to extract data to conduct analysis from previous years.
