70--Intent to award sole source contract to OSHEAN for VMware licenses purchased as member of non-profit consortium

This is an intent to award a sole source contract to OSHEAN. The US Naval War College is a member of OSHEAN. The Ocean State Higher Education Economic Development and Administrative Network (OSHEAN) is a non-profit coalition of universities, hospitals, government agencies and other non-profit organizations, providing Internet-based technology for its member institutions and the communities they serve. OSHEAN has an Enterprise Licensing Agreement with VMware whereby members of the consortium can purchase VMware at discounted prices. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though the intent is to award a sole source contract, all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No solicitation will be issued.
