V--AIR CARD SERVICES

NASA/DFRC has a requirement for Air Card service for the NASA Dryden Aircraft. TheAir Card will permit DFRC to charge card to charge landing and defueling fees in multipleDefense Energy Support Center (DESC) owned locations.NASA/DFRC intends to purchase the items from Multi Service Corporation. Multi ServiceCorporation is the contracted vendor for the DESC locations and for the Air Card program.No known vendors are used for this support program and no vendors are permitted to beused for the DESC landing locations.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 4, 2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
