Q--TRICARE Dual Eligible Fiscal Intermediary Contract (TDEFIC)

This is an UPDATE to the PRESOLICITATION NOTICE (Synopsis) for the TRICARE Dual-Eligible Fiscal Intermediary Contract (TDEFIC). The Contracting Officer has delayed issuing the Request for Proposal (RFP) on Federal Business Opportunities ( www.fbo.gov ) which was announced to occur on or about March 29, 2013. The Contracting Officer strongly encourages all potential offerors to review the TRICARE manuals available at http://manuals.tricare.osd.mil/ in anticipation of the Contracting Officer issuing the TDEFIC solicitation in the near future. This TDEFIC acquisition is for a new contract for the continuation of comprehensive health care claims processing, customer support, and other associated administrative services (e.g., submission of TRICARE encounter data and provider certification) on behalf of dual-eligible Medicare/TRICARE beneficiaries for health care services received in the United States, Puerto Rico, Guam, the US Virgin Islands, American Samoa, and the Northern Mariana Islands. Chapter 55, Title 10, USC; and Title 32, National Defense, Code of Federal Regulations (CFR) Part 199, outline the benefit structure, administrative functions and the various health care programs, including TDEFIC. The Contracting Officer anticipates the TDEFIC solicitation will use full and open competition and the tradeoff best-value source selection procedures to award a single requirements contract with fixed unit prices. The period of performance will include a 10-month transition-in period, plus six 1-year option periods. Transition-out will occur concurrently with the last option period exercised. A Draft RFP was posted on www.fbo.gov on June 29, 2012. The Contracting Officer plans to issue the solicitation on or about March 29, 2013. The due date for proposal submission is anticipated to be on or about June 3, 2013. Paper copies of the solicitation will not be available. In order to receive emails concerning the status of this solicitation, interested parties are strongly encouraged to register as vendors on www.fbo.gov and then sign up as interested vendors for the TDEFIC Solicitation HT9402-12-R-0005. Any future information on this acquisition will be posted on www.fbo.gov . It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. Interested firms shall not send proposals in response to this Notice, nor shall they contact any other individuals about this Notice or the TDEFIC requirement. Any information provided to TRICARE Management Activity (TMA) is strictly voluntary and given with no expectation of compensation and is clearly provided at no cost to the Government.
