R -- Pension Plan Audit Services

The Pension Benefit Guaranty Corporation (PBGC) has a need for highly qualified audit and accounting professionals having defined benefit plan expertise to the PBGC using performance-based acquisition (PBA) approaches and concepts. The objective of this requirement is to expand the PBGC's capacity to perform plan audits, account for ongoing expenditures and develop quality audit reports that will assist BAPD in performing its mission. The PBGC requires that the work performed under this contractinclude auditing techniques that include performing risk assessments and the evaluation of existing internal controls. As a result of these assessments, audit programs should be adjusted to reflect the scope, timing, nature and extent of audit work to be performed. The contractor staff, should also possess skills in manipulating and analyzing large amounts of data associated with the participant data audit. All audit deliverables are to be reviewed by a person having a valid license as a Certified Public Accountant (CPA). This acquisition directly supports the mission and goals of PBGC by providing the highest caliber professional auditing services support. The specific activities include: 1) Program Management Support, 2) Audits of Terminated Defined Benefit Pension Plans, 3) Standard Termination Compliance Audits, 4) Ad hoc project support to Retiree Services Division. The period of performance will include a base year with four (4) one year option periods to be exercised at the discretion of PBGC. Thirty percent of the effort must be performed by small business concerns (Subcontract). The solicitation is not currently available, but is estimated to be available on or about December 19, 2007. The solicitation document, including any amendments, will be distributed through the FedBizOpps.gov web site. The site contains downloading instructions.
