Professional Technical Support Services for the High Energy Laser Joint Technology Office

This is a Notice of Proposed Contract Action in accordance with FAR Subpart 5.2. This notice is for information only; a solicitation will not be publicly issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The High Energy Laser Joint Technology Office (HEL-JTO) requires the purchase of Advisory and Assistance (A&AS) professional technical support in the execution of their activities to conduct programs for the development of High Energy Laser (HEL) technology. The scope of contractor support includes support for the full spectrum of HEL-JTO activities. This requires yearly activities in technology assessment, review and recommendation activities supporting the HEL-JTO to: identify promising research paths to achieve top-level objectives; establish technical requirements for these paths; publish proposal calls; initiate research programs; and review and evaluate the technical progress of these and other HEL and related programs. The contractor will provide science, engineering and related support using multiple personnel to provide expertise in all relevant subjects. The contractor may be required to provide short-term capabilities to perform non-recurring tasks identified by the HEL-JTO if and when the requirements exceed the capability of the personnel supporting the annual activities. The Government intends to negotiate a one-year plus 6-month option, sole source contract for the purchase of the services described above with: The Schafer Corporation 2309 Renard Place SE, Suite 300 Albuquerque, NM 87106 The Government has determined that no other source can meet the requirements for the continued provision of highly specialized services because it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).) The Government anticipates an award date on or before 29 August 2017. A Sole Source Justification will be attached to the subsequent Notice of Award.
