14 -- Common Unique Planning Components (CUPC) Software ECP for the Joint Standoff Weapon (JSOW)

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Cost Plus Fixed Fee (CPFF) Order under the Basic Ordering Agreement (BOA) N00019-04-G-0018 to Raytheon Missile Systems. This order will provide for the analysis and design to the Common Unique Planning Component (CUPC) Global Positioning System (GPS) Predictor, Autonomous Targeting Acquisition (ATA) Wizard Black Box, and related products for the Joint Standoff Weapon (JSOW). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon has a unique knowledge base of the Joint Standoff Weapon (JSOW) as a result of its design, development, and modification of these weapon systems since the early 1990s. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DOD Central Contractor Registration (CCR) database.
