F -- Laboratory Analysis

The Defense Depot Susquehanna Pennsylvania (DDSP) located in New Cumberland, PA has a requirement for the establishment of an Indefinite-Delivery Requirements contract to provide the necessary labor and material to perform laboratory analyses on samples of contaminated/noncontaminated groundwater, drinking water, hazardous wastes, PCBs, bulk samples and air monitoring cassettes for asbestos. Due to the periodic rush turnaround times requiring results to be provided within 8 to 24 hours, the contractor should be located within a 50-mile radius of the New Cumberland site or the contractor will be requested to provide evidence at the time of submission of offer that the required rush turnaround times stated in the solicitation can be met. Contract period is anticipated to be for a base year period with three (3) option year periods. All responsible small business concerns may submit an offer which shall be considered by this agency. The exact date and time for receipt of offers shall be provided in the solicitation package. The Government will evaluate proposals on a “Lowest Price/Technically Acceptable” basis. Award will be based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factors. The following non-cost factors shall be used to evaluate proposals: Factor 1 – Technical Capability to meet the Government’s requirement as set forth in the attached Performance Work Statement, Factor 2 – Past Performance.
