Single Source Procurement for Voisus Simulation System.

In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.24, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with Advanced Simulation Technology, Inc. (ASTi), of Herndon, Virginia via single source procedures. This procurement is in support of the FAA's Laboratory Combined Control and Communications System (LCCCS) used by the Target Generation Facility (TGF). The award will be made for the procurement of a Voisus Simulation System that will replace existing end of life components under the TGF Pilot hardware. The FAA requires the Voisus Simulation System for operational use in FAA's LCCCS. Advanced Simulation Technology (ASTi) is the OEM of the Voisus Simulation System. The current Voisus Simulation System has been in operational use for nearly a year at the William J. Hughes Technical Center. It has been extensively tested by the TGF user groups and continues to be a viable option for replacing failing TGF Pilot hardware, without impacting LCCCS operability. Replacement units will be designed and installed at this location. ASTi holds the property rights for these custom components and is not supported by any other manufacturer or source. A competitive solicitation is not available for this procurement.
