The Federal Aviation Administration (FAA) intends to award a single source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Boeing Defense Systems, Electronic & Information Solutions, 7700 Boston Blvd., Springfield VA. The Federal Aviation Administration Logistics Center (FAALC) has a requirement for Border Security System (SBInet Block 1) Software Sustainment and Network Operation Center/Security Operation Center (NOC/SOC) Support for Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. While Commercial-off-the-Shelf, Government-off-the-Shelf, and open source software solutions were used to the maximum extent practicable, Boeing provided the software for the Command and Control (C2) interface component of the Block 1 system by leveraging existing proprietary products and customizing those products to meet CBP’s specific operational requirements. These proprietary software components must continue to be maintained by Boeing. Additionally, Boeing is needed to continue providing specialized knowledge, expertise, and facilities necessary for NOC/SOC operations (until organic transition is accomplished). The anticipated contract will contain a two-year base period and four two-year options. The proposed NAICS code for this acquisition is 541512, Computer Systems Design Services, with a size standard of $25.5M.
