R--Support, Analysis, and Advancement of OTAQ's Transportation Emission Reduction and Fuel Savings Programs

The EPA has a requirement for the Office Of Transportation and Air Quality, Transportation and Regional Programs Division (TRPD) for technical support which may include compliance programs such as transportation conformity and voluntary and innovative programs, such as the SmartWay Transport Program (SWT) and the National Clean Diesel campaign (NCDC), including the Energy Policy Act of 2005 Disel Emission Reduction program known as DERA, and the American Reinvestment and Recovery Act (ARRA). The resultant contractor shall provide technical services to support OTAQ in accomplishing various air quality improvements, including: outreach and marketing, data management; program and emissions analyses; and vehicle and engine testing. The Government anticipates award of a cost plus fixed fee, level-of-effort type contract with a twelve month term and four twelve month options. The base level of effort will consist of 10,000 hours. In addition, options will be issued to increase the level of effort up to 30,000 direct labor hours each period. The solicitation is subject to full and open competition, all responsible offers may submit a proposal. The North American Industry Classificiation System (NAICS) code is 54611. It is anticipated the soliciation will be available mid September 2010. The period of perfomance for the resultant contract is anticipated to start in January 2011. Note 26 applies.
