R -- Continuation of a Financial Integration and Assessment Capability for the Missile Defense Agency (MDA)

The MDA intends to award a 33-month sole source cost-plus fixed-fee follow-on contract modification to Engineering Management Concepts, Inc. (EMC), under Contract HQ0006-02-C-0037, for continuation of a Financial Integration and Assessment capability through December 31, 2009 in contractor leased/MDA government and contractor occupied facilities. This extension will be for the minimum amount of time necessary to avoid disruption of essential services until MDA relocates to Fort Belvoir, Virginia and Redstone Arsenal, Alabama per Base Realignment and Closing decisions. The modification will ensure uninterrupted financial integration and assessment capabilities and continued availability of the leased space from April 2007 to December 2009, thereby promoting managerial, budgetary, and administrative efficiency and ensuring the continuation of essential financial integration and assessment capabilities and activities related to MDA program planning and acquisition strategy, programming, and investment analysis. EMC is the only company capable of providing MDA with the required integrated financial management capability in a cost effective manner for the additional period of performance. Any new contract vehicle to replicate current capabilities would entail substantial costs for facility build-out and MDA operations relocation. MDA has already invested such costs in the build-out of the existing leased space under the EMC contract. As such, award to any other source(s) would result in substantial duplication of cost to the Government that would not be recovered through competition.
