F--Analysis of Conventional and Nonconventional Pollutants by Wet Chemistry Techniques

The United States Environmental Protection Agency (U.S. EPA), Office of Water, seeks to negotiate a fixed-rate, indefinite quantity contract for analytical support services for analysis of conventional and nonconventional pollutants by classical wet chemistry techniques. This contract will be used by the EPA to support various studies, a majority of which will involve development of industrial discharge regulations for the Engineering and Analysis Division. This contract will, therefore, involve the analysis of influent, in-process, effluent and other samples from multiple industrial categories. Analyses will be required for samples of the following matrix types: wastewater, sludge (biosolids), sediment, soil, tissue, and pulp, as well as other solid and aqueous matrices. Because the analytical data provided under this contract will be used by the EPA to develop industrial effluent discharge regulations, which govern the disposal of pollutants from industrial sources, data must be of highest possible quality. Analyses must comply with the specifications of the methods, as amended in the contract, and results must meet all of the method- and contract-specific quality control requirements. Substitute methods will not be permitted. Data will be delivered in both hard copy and electronic formats, as specified in the contract. It is essential that the Contractor employ a comprehensive laboratory quality management program, meet facilities and equipment requirements, and provide personnel that demonstrate superior levels of technical expertise in analytical chemistry and microbiological techniques. A FFP/IDIQ contract is anticipated, with a single ordering period of 5 years. This RFP will result in multiple awards, with one award being set aside for small business concerns. Other awards resulting from this solicitation will be available to both large and small businesses.
