Professional, administrative and management support services to the On-Site Inspection Directorate

DESCRIPTION: The Defense Threat Reduction Agency (DTRA) intends to award a sole-source contract to Computer Sciences Corporation (CSC) Systems & Solutions LLC for support to the On-Site Inspection Directorate (OP-OS), Operations Enterprise. This is a follow-on contract to the current On-Site Inspection Directorate Program Support Contract (DTRA01-02-D-0064) with CSC which expires on 27 Aug 08. The current contract provides mission support to OP-OS managers in the areas of mission planning, organizing, preparation, integration, reporting, maintenance, logistics, training, and outreach of specified programs. Tasks fall within the following categories: (1) Technical, Analytical and Logistics Support: Assist OS managers with initial assessments and impacts, review and revision of relevant documents, implementation planning and execution, technical and analytical support, strategic planning, coordination, and quick response support; (2) Defense Treaty Inspection Readiness and Outreach Support: technical, program and administrative support for on-site security training, advice and assistance, to include site assessments, training materials, information pamphlets, circulars, etc.; (3) Training: technical, administrative, or general support services (facilities, equipment, materials, etc.) for treaty or mission-related training courses, seminars, and meetings for language, military or civilian training; and (4) Planning: support for OP-OS and DTRA arms control, treaty, and other counterproliferation, nonproliferation, and theater security cooperation mission/program planning activities. This sole-source contract will serve as a short-term “bridge” contract to provide sufficient time necessary to conduct a thorough full and open competitive procurement for the long-term follow-on contract for OP-OS Program Support. DTRA intends to award this “bridge” contract to CSC Systems & Solutions LLC for a base period of one year with one six-month option. This action will be executed in accordance with FAR 6.302-1. This notice is neither a request for competitive proposals nor a solicitation of offers. As stated above, a competitive follow-on procurement will be forthcoming. Responses to this notice of intent to award a “bridge” contract to CSC Systems & Solutions LLC may be submitted within 15 days of publication of this notice; however, a determination by the Government not to compete this action at this time based upon responses to this notice is solely within the discretion of the Government.
