Maintenance Services - Facility, Grounds, Roads & Trails, Pest Control, Refuse Removal, Water/Wastewater

(1) This requirement is for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. (2) It is anticipated that the solicitation will be posted on or about 4 April 2013. (3) The solicitation will be issued as a request for proposal (RFP). The resulting contract(s) will be firm fixed price. (4) Prior to award, the Offeror must have an active registration in the System for Award Management (SAM) at https://www.sam.gov, with completed Representations and Certifications. (5) Proposals will be requested for six individual scopes of work. Facility maintenance and repair; grounds maintenance to include landscaping, mowing, and cleaning facilities; roads and trail maintenance; interior and exterior pest control services; refuse removal including recycling materials; and water/wastewater services to include testing and pumping vaults, lagoons, and port-a-johns. (6) Offerors may submit proposals on one or all scopes of work. For instance, an Offeror may submit a proposal for only facility maintenance, an Offeror may submit a proposal for facility maintenance and grounds maintenance, or an Offeror may submit one proposal for all six portions. (7) The period of performance for each scope of work is one year plus four option years. The base year shall begin October 1, 2013. (8) The solicitation will be issued as a Total Small Business Set-Aside. The NAICS codes for this requirement are: Facility Maintenance is 561210 - Facilities Support Services, small business size standard $35.5 Million. The NAICS code for Grounds Maintenance is 561720 - Janitorial Services, small business size standard $16.5 Million. The NAICS code for Roads and Trail Maintenance is 237310 - Highway, Street, and Bridge Construction, small business size standard $33.5 Million. The NAICS code for Refuse Removal is 562111 - Solid Waste Collection, small business size standard $12.5 Million. The NAICS code for Pest Control Services is 561710 - Exterminating and Pest Control Services, small business size standard $10 Million. The NAICS code for Water/Wastewater services is 562991 - Septic Tank and Related Services, small business size standard $7.0 Million. The NAICS code for all six portions combined is 561210 - Facilities Support Services, small business size standard $35.5 Million. (9) The site visits for areas within the six scopes of work are planned for two days during April 2013. Participation will not be mandatory; however, it will be limited to three (3) people per firm. Reservations will be required and accepted once the solicitation has been posted. (10) Questions will be accepted for a specified time frame once the solicitation has been posted. (11) Any amendment(s) issued to the RFP will be published on this website. Therefore, it is the Offeror's responsibility to visit this website frequently for updates on this procurement.
