R -- Base Fuels and Supply Management Services

The purpose of this announcement is to notify members of industry that the 377th Contracting Squadron intends to issue a solicitation for the Base Fuels and Base Supply Management services at Kirtland Air Force Base, NM on or about 16 Mar 2007. It is anticipated that a pre-proposal conference/site visit will be held. Additional information will be posted to FedBizOpps as the information becomes available. It is incumbent upon interested parties to review the site for updates. The services are currently being performed by the incumbent contractor. The Kirtland AFB supply operation is part of the Air Force Standard Base Supply System (SBSS/ILS-S) as defined in Air Force Manual (AFMAN) 23-110. The scope of the potential contract includes but is not limited to: (1) the ordering, receiving, storing, inventorying and the overall supply operation on Kirtland AFB, including (but not limited to) test equipment, tools, individual clothing, aircraft/weapons systems parts and equipment. Other responsibilities include maintaining minimum customer requirement stock levels, returning and reordering defective materials/supplies, and performing mission-immediate capability support for multiple weapon systems and vehicles. (2) The ordering, inventorying, receiving, storing of hazardous materials, including (but not limited to) paints, solvents, acids, glues, liquid oxygen, ground and aviation fuels. A SECRET clearance is required to handle Communications Security equipment and other classified items. The offeror awarded this contract will be responsible performing the Kirtland Base Fuels and Supply Management Services for Kirtland AFB, NM and satellite supply support to Ft. Rucker, AL (when established). The services to be provided are described in detail in the Statement of Work which is posted on FedBizOpps. The acquisition is being offered as a 100% Small Business Set-Aside. Small disadvantaged businesses, 8(a) firms, women-owned, service-disabled veteran-owned, veteran-owned, and HUB Zone firms are encouraged to participate in this acquisition. Foreign participation is not permitted at this time. The North American Industry Classification System (NAICS) code for this acquisition is 561210, Facilities Support Services, and the size standard for small business is $32.5M. It is anticipated that a Firm Fixed Price contract will be awarded in Sep 2007. The period of performance contains a one-month transition/phase-in period, a one-year basic period with four one-year option periods. The Government intends to issue a single solicitation and a single award.
