R -- Bombing and Gunnery Range O&M Services - Grand Bay Primary Training Range (PTR)

Moody Air Force Base, GA (Air Force Special Operations Command) intends to issue a contract solicitation for non-personal services for the operation, maintenance and support of a Primary Training Range (PTR). The PTR at the Grand Bay site (adjacent to Moody AFB) consist of a Bombing and Gunnery Range. Performance will take place at Grand Bay Range and surrounding areas of responsibility (AOR). The Bombing and Gunnery (B&G) range O&M effort includes performing facilities, ground maintenance (range complex and main compound), range control tower operations, range control officer duties (day, night/Night Vision Goggles), strafe pit and strafe berms, weapons scoring systems operations (M2, DA3H) maintenance and weapons safety footprints use and implementation, night range and radio tower lighting, UHF/VHF Communication radios, target maintenance/construction (stationary, vertical and mobile), target vehicles preparation/demilitarization, range decontamination and clearance, GTR-18 (Smokey SAM), UPQ-8 (RWR Lite), housekeeping, communications and electronics, environmental, administrative, logistics, airfield operations, disaster preparedness to support aerial bombing, gunnery, airdrop and personnel training operations. A limited amount of equipment will be provided as government furnished property. The contractor shall have the capability to provide support vehicles and some heavy equipment. All contractor employees shall have possess a secret security clearance or be able to obtain an interim secret clearance by the contract performance start date. The solicitation number for this acquisition is FA4830-06-R0007 and is issued as a Request for Proposal (RFP). This solicitation is 100% small business set-aside. The North American Industry Classification System is 561210. The Standard Industrial Classification Code is 8744 and the small business size standard is $30,000,000.00. The period of performance will be one (1) basic year plus four (4) option years. The performance start date is 1 OCT 06. The total contract period will not exceed five (5) years. This solicitation is a competitive RFP and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. Award will be made using Price-Performance Tradeoff in accordance with FAR Part 15. The evaluation factors will be past performance and price.
