R -- Intergrated Grounds Management Services

This is a pre-solicitation notice for Integrated Grounds Management Services at Buckley AFB, CO. Required services are commercial, therefore, FAR Part 12, Acquisition of Commercial Items, shall apply to this acquisition. Services include, but are not limited to: turf management, customer support services, irrigation system maintenance, grounds maintenance, landscape repairs and improvements, erosion control, snow and ice removal, litter collection and disposal, vandalism removal, and maintenance of the Base nursery. The contractor shall furnish all supervision, labor, materials, supplies, vehicles, and equipment necessary to perform all services under this contract. The contractor shall perform in accordance to the standards outlined in the Statement of Work to ensure the proper maintenance, replacement, and installation of healthy trees, grass, shrubs, and plants to present a clean, neat, and professional appearance. This acquisition will be solicited as a Request for Proposal (RFP) utilizing FAR Part 15, Contracting by Negotiation. A Fixed Price Performance Based / Indefinite Delivery – Indefinite Quantity contract will result from the solicitation. Award selection will be based on Performance Price Tradeoff procedures. Period of performance will begin on 1 Oct 2004 with one (1) base year and four (4) one-year option periods. This acquisition is a 100% HUBZone small business set-aside. The North American Industry Classification System Code (NAICS) is 561730. The small business size standard is $6 million. Solicitation No. FA2543-04-R-0003 will be issued as an RFP. A draft RFP will be posted on or about 7 May 2004. Interested offerors should respond with comments or information that will provide industry capabilities that may assist the Government in better defining the requirement. Information provided, may be utilized to increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The entire solicitation will be made available only on the Federal Business Opportunities website http://www.eps.gov on or about 1 Jun 2004 with an estimated closing date of 30 Jun 2004. No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of the solicitation package.
